He paused before continuing, "Nobody has ever suggested in this administration that Saddam Hussein ordered the attack. Iraq was a...the lesson of Sept. 11 is, take threats before they fully materialize." I heard him say this on the radio, and I tried so hard to follow what he was saying, but the words were falling like gumballs through a metal chute, just gently rattling, little round things with nothing to hold them together.
